Certification is often discussed as if it were a quality grade — more marks meaning a better machine. It isn't.
Certification is market access. Each mark corresponds to a jurisdiction and a body of law, and the only question that matters is whether a
machine carries the marks required where it will actually be sold and operated.
For importers and distributors sourcing commercial kitchen equipment,
that reframing has a practical consequence: the goal is not to collect as many certifications as possible, but to match certification coverage to destination
markets — and, where a business sells into several regions, to avoid running a separate supplier and separate documentation set for each one.

CE Marking: European Economic Area
CE marking is mandatory for commercial kitchen equipment placed on the EEA market. It is frequently misunderstood as a single approval. For powered bakery
machinery it is not — conformity must be demonstrated against several separate directives at once, each with its own requirements and its own testing, before a
single Declaration of Conformity can be signed covering all of them.
What CE actually covers for powered machinery
This matters when comparing suppliers. A machine tested only for electrical safety, or only for electromagnetic compatibility, does not qualify for CE marking —
yet partial coverage is not visible on the mark itself. The Declaration of Conformity lists the directives actually applied, which is why it is the document
worth requesting.
EMC in particular is often the weakest link. Emissions testing frequently drives design changes to motor control, cabling, and
shielding, and a machine that passes with a narrow margin at sample stage can drift out of tolerance in series production.
The standard depends on the machine type
"CE certified" alone carries little information, because CE spans everything from a mixer to an elevator. What is informative is the harmonized standard
applied, which differs by equipment category — and each standard defines its scope narrowly:
Note what actually separates the first two standards:
whether the bowl rotates. EN 454 governs machines where the bowl stays still
and the tool orbits within it; EN 453 governs machines where the bowl itself turns, which is why spiral mixers fall under it rather than under the planetary
standard. The distinction is mechanical, not a matter of what the machine is called in a catalogue.
Each standard also carries capacity limits — 5 to
200 litres for planetary mixers, 5 to 500 litres for dough mixers — and equipment outside those bounds falls outside the standard's scope.
When
reviewing supplier documentation, check that the standard cited matches the machine type. A sheeter's paperwork citing a planetary mixer standard indicates the

What to request
Ask for the signed
EU Declaration of Conformity and the harmonized standards applied, rather than a generic certificate. The
Declaration is the instrument that carries legal weight, and a manufacturer with in-house engineering can produce it and explain the standards behind it without
difficulty.
Electrical Safety Listing: United States and Canada (UL, ETL or CSA)
North America does not use a single mandatory mark in the way the EU uses CE. Instead, equipment must be listed by a
Nationally Recognized Testing Laboratory (NRTL) — an independent laboratory recognised by the US Occupational Safety and Health
Administration to test and certify products against published safety standards. Under
OSHA's NRTL programme, a recognised laboratory must be fully independent of the manufacturers whose products it certifies, and must conduct follow-up inspections of actual
production rather than testing a sample once.
UL, ETL and CSA are equivalent
A common misconception among importers is that UL specifically is required. It is not. UL Solutions, Intertek (which issues the ETL mark) and CSA Group
are all recognised NRTLs testing against the same published standards. A machine listed by any of them satisfies the requirement — the mark differs, the
underlying standard does not.
For commercial bakery equipment, the applicable safety standard is
UL 763, Motor-Operated Commercial Food Preparing Machines, whose scope expressly covers food mixers and similar motor-operated machines used in
commercial kitchens, restaurants, food processing establishments and bakeries. When reviewing a listing, check that UL 763 is the standard cited — the same
logic that applies to checking EN 454 or EN 453 on a CE declaration.
Unlike CE, an NRTL listing involves third-party assessment and is maintained
through
periodic follow-up inspections at the production facility rather than a single test. A factory holding a current listing has
therefore been subject to outside scrutiny of its production process on an ongoing basis, not only at the point of initial testing.
Canadian
requirements are commonly handled through a combined mark — such as
cETLus or a comparable UL/CSA designation — indicating compliance with
both US and Canadian standards. A single listing covering both markets avoids a separate Canadian certification exercise.

Local electrical inspectors, health authorities, and insurers frequently require equipment to carry an NRTL listing before it can be installed and
operated. Equipment without one can clear customs and still fail at commissioning.
NSF Certification: Sanitation in North America
Electrical safety and sanitation are two separate requirements, assessed by different authorities. This is the distinction that catches importers out most
often.
An NRTL listing certifies that a machine is electrically and mechanically safe. It says nothing about whether the machine is designed to be
cleaned. In North America,
health departments look for NSF certification or an NSF-equivalent sanitation mark — a separate assessment from
the electrical inspection.

manufacturer able to produce RoHS evidence has documented visibility into its own component supply chain — which is not universal in an industry where component
sourcing is often opaque.
What This Means When Selecting a Supplier
Match certification coverage to your destination markets — then consider what happens if those markets expand.
A supplier certified only for
one region is a workable choice for a single-market distributor. For a business selling into several regions, or planning to, sourcing from a manufacturer with
broader certification coverage has practical consequences: one supplier relationship instead of several, one documentation set to manage, consistent equipment
across markets, and no requalification exercise when a new territory opens.
Equally, do not treat absent marks as a defect where they are not
required. A manufacturer selling primarily into one region has no commercial reason to hold certification for another, and its absence says nothing about build
quality. Define the markets first; assess everything else on evidence.

The Cost of a Certification Mismatch
Certification gaps are rarely discovered at the point of order. They surface later, and the cost almost always lands on the importer rather than the
manufacturer.
Equipment that clears customs but cannot be installed. Import clearance and installation approval are separate
gates. In North America, a machine can arrive without difficulty and then be refused at commissioning because a local electrical inspector, health authority, or
insurer requires an NRTL listing. The equipment is on site, paid for, and unusable.
Product removed from the market after sale. European market surveillance authorities test equipment already in circulation and can restrict or withdraw non-compliant products. At that stage the
exposure extends beyond the units in stock to those already delivered to customers.
Certifying after the fact. Bringing an
uncertified machine into compliance for a new market is not a paperwork exercise. It means testing, potentially design changes, and a lead time measured in
months — during which the equipment cannot be sold. Where a supplier is not already certified for the destination, that cost and delay are typically borne by
the party who needs the market access.
The practical conclusion for a buyer is straightforward: confirm certification coverage against destination
markets before the order, not after the shipment. It is a short conversation at the quotation stage and an expensive one afterwards — and it belongs alongside

What Changes in 2027
The Machinery Directive 2006/42/EC is being replaced by the
Machinery Regulation (EU) 2023/1230, which applies from
20 January 2027. The transition period ends on 19 January 2027, and there is no window in which both instruments apply —
after that date, CE marking of machinery can only be carried out under the new Regulation.
Importers and distributors should confirm that suppliers
are preparing updated technical documentation and declarations against the new Regulation — particularly for equipment with long production and stocking cycles
that will still be shipping after the transition.
